Depends on the cartoon. Road Runner cartoons had great chase sequences. Heckle & Jeckle, on the other hand, used pretty much the same chase sequence so many times that it became dull, boring, and unfunny. 
A lot depends on the skill of the writers and director. Even an old joke can get laughs, it just depends on how you tell it.
