do you file taxes if you have an online business ,but didn't make profit?

i have an online business,but didn't make profit i asked two people:

-one said,don't file it yet,wait a year and see if you can make a profit now and make it as a 2009 tax year

-second one said,yes you should still file and make it as loss...
