Do you consider hitchhiking on the highway with an infant child endangerment?

I need to know if I have reason for concern here, it is a serious matter to me, I need honest opinions. Do you think hitchhiking with a baby along the highway is child endangerment? I can understand in an emergency break down or any emergency, but this was not the case. I just don.t think it.s acceptable. Anyone?

I presume this is someone holding a baby while standing at the side of the road well out of the traffic, not letting the baby crawl in the road, trying to stop cars by jumping in front of them, or doing anything actually reckless (like, say, pushing a stroller into rush-hour traffic and hoping it will stop)

Hitchhikers are no more asking to be raped than women in miniskirts and makeup.

Sure, the safest place for a mother and baby is in the back of a late-model car with a professional chauffeur, but some people can't afford that and have to share public transit with random weirdoes, or even trust a random stranger's driving ability.
 
No, it's not acceptable. It is child endangerment. In my country, it is illegal to walk along a freeway, no pedestrians are allowed. People who work on freeways get endangerment pay because statistics of people getting killed on freeways is a lot higher!
