Do they REALLY think this is going to work?

I just read this article and as I was reading it I thought, 'Do they really think this is going to work?'

If kids want to smoke they will and they will find anyway they can to get cigarettes and by remomving colourful packaging is really not going to change ANYTHING. It's so stupid..

Hmm.. what do you think?
