Do the carb intake reccommendations mean net carbs or total?

A teen health website suggest 231 carbs for me and a carbohydrate needs calculator calculated 250 grams for my height, weight, age and activity level. Studies also suggest women to get 25 grams of fiber atleast. I usually get 35. So is the totals that these predictions come up with suggesting how many NET or Effective carbs we need or total? So like if i eat 250 but i ate 35 grams of fiber, would i NOT be reaching my goals? Or should i take 250, subtract 25 and THAT's my goal? A little confused :/
