Do (Sharper Image) Ion Breeze Purifiers blow out air fast or slow?

I recently purchased a Sharper Image Ionic Breeze GP Sl730 from a thrift store. When I took it home I started to use it and it went fine. But the aire or breeze it puts out is really slow. Even if the setting was on Boost & Large room, So I immediately cleaned the blades, etc. and the insides hoping to fix it. But it didn't the air it blows is still really slow. Is that how it's supposed to work or not?

& PS what does the ION button do?
