In common speech a theory is an unproven explanation for something.
However in scientific terms for a phenomena to be deemed a theory is pretty difficult. You need to find considerable evidence concerning the topic and verify it over and over again in order for it to be considered a theory.
It can only become a law if it is proven mathematically, and this is really difficult in many scientific cases. For example, there are very few laws in biology because it is so complex and variable.
