Do people ever get ticketed for bicycle laws?

Ive never seen anyone get stopped for not wearing a helmet, or not having reflectors while riding a bike (I've seen people ride by right in front of an officer)


I've also never seen ANYONE use these hand signals:

do people ever get in trouble for these types of laws?
are they not commonly in-forced?

I asked a cop specifically about the issue of enforcing bicyclists not stopping at stop signs and was told that while it may technically be illegal, their enforcement is discretionary. He said that they generally don't enforce it, but as soon as a person on a bike gets hit in that situation they would start coming down hard on it. I live in the SF Bay Area and I assume that this is generally true for helmets and reflectors too.
