Do little kids in restaurants bother you?

Does it bother you when people bring their kids out to eat and then don't even appear to try and make them behave? (By that, I mean when the kids are crying, fighting, yelling or being really messy.)
 
YES, I have a soon to be 3 year old. And my wife and I stress it so much for her to sit up straight, face the table, no turning around, and she will eat by herself but will know right away weather or not she can eat without making a mess. I personaly will make a comment to the parents. Even if you're a family restaurant. If you can't control your child then stay at home!!!! If you're going shopping and your child will just cry, you as the parent, you're not looking out for your child's interest!
 
If they behave no. If they are screaming, yelling and running wild around the restaurant absolutely yes.
 
Oh yeah.
What's worse in when you're in a book store lounge and the kid is in there for THIRTY MINUTES crying his eyes out and the mother doesn't even do anything.
 
It depends on the restaurant. If it's a family friendly place one sort of expects a little of that. If it's an expensive dinner and it really is bothering your dining experience, complain to the management.
I saw a proprietor in an Asian buffet refuse to seat such an unruly bunch. They simply asked for a child seat and the guy refused them even though the place had them. Basically told them to leave, which they did . .I don't know if that was a good thing or a bad thing. I wondered how did he know these people were a potential problem.I had mixed feeling, maybe the guy just knew from experience, so he turned them away.
