Do I still pay a Mortgage if I buy Judicial sales house?

In pennsylvania, I just don't understand this. It says on a few websites that the judicial tax sale means you dont have to pay mortgage or any other liens on the house. How is this possible, am I misinformed? What if the person who lost their home still owes $20,000, who pays it? Where does the debt go?
