Do I qualify for in state tuition?

I am currently in 11th grade, I live in Texas. My current GPA is 4.08(weighted) and I am part of NHS. I am gonna move to California during the summer and will finish my senior year in the bay area. Do I qualify for in state tuition? and how long do I have to live in California before I qualify for finical aid also?
