Do I need to install DirextX9 to use mikumiku dance on windows 7?

I just installed windows 7 ulitmate and downloaded MikuMikuDance 7.23. I have an error saying my computer is missing d3dx9_32.dll. What should I do? Should MikuMikuDance be able to run without directX9 installed?
