Do I need to get a photo release if I am using someone in a painting I am creating?

This is a random photograph I took a while ago at a festival. I want to make a painting of this shot, would I be required to have a signed photo release if I am going to sell this painting? Obviously my painting wont be an exact likeness of them since itis with paint, and I use more of a cartoonish style. Can I try to change the face enough to not be that recognizable?
 
no you dont but if you know the person and they are going to see it then its polite to ask but no you dont need their permission a photo on display and a painting on display are two completely different things in terms of the law.
 
I would say no. While a photograph is an exact reproduction of something, a painting is your own interpretation of a picture. Changing the face to not being reconnizable, in any case, would clear you on needing a photo release. And I don't know that you would need a release anyway if the picture was taken at a public event.
