Do I need to be certified by CSIC in order to register a Immigration

Services business in Ontario/Canada? I'm thinking of register a Immigration Services office in Ontario,
but I am not a member of CSIC yet (but I will); in the mean time, can I register Immigration services business with Ontario first? and then get certified later on?
