Do I need brake pads and rotors for my 1995 Toyota Camry or does it sound like more?

I have a '95 Toyota Camry and I notice when I mash the brake pedal, I can feel shaking and vibrating in the pedal. I also have to mash the brake pedal all the way down to the floor in order for the car to stop. I believe I need new rotors and brake pads on the front. What do you think it is?
