do i need a tv digital box from verizon to get tv on this?

"Mygica SuperColor HD TV Box Video Converter Box, Support up to 30" LCD Monitor, PIP, High Definition 1920X1200, Standalone, NTSC TV Tuner Build-in for Cable TV on PC" im in the USA i was wondering if this could take the place of a box from verizon cuz need to make a computer monitor into a tv . im hoping this will allow me to plug a coax into it then into my vga on my monitor to get tv channels )excluding HD of course and on demand etc.
