Do I need a still photography permit for Brooklyn Bridge?

I am planning to do a low profile fashion shoot on the walkway on Brooklyn Bridge for about an hour. In regards to the recent changes in permit policies, I was wondering if I would need a permit or not.

I will only have one assistant, a portable flash and a diffuser/reflector.
