do i need a lawyer to sue someone for 25,000 dollars?

You just need the judgement/settlement enforced. You can have his pay garnished by his employer or the state. I think you can also go to his bank.
 
If it's through the courts, you have already won the lawsuit. You may have to have them have their wages garnished. Check at the court house to find out how they have to do that. They may have the sheriff arrest them. Was the ex to pay the courts this money or directly to you?
 
You don't need a lawyer if you can do it yourself, but you obviously are clueless, as are the other answerers here. If there is a court order that he pay you a specific amount of money, you can apply for contempt, which is usually much more effective at getting someone to pay. If the divorce judgment or agreement for judgment does not have a sum certain, you will have to ask the court to issue a specific order for a specific amount. Then if the ex does not pay, you can apply for contempt.
 
If she was ordered to pay in the divorce settlement, and has not done so, then your recourse is not to sue her.

A lawsuit merely results in a court ordering her to pay - and a court has already done so.

What you need to do is collect on the order you already have, not get a new one.

If you're not familiar enough with the law to know that, then I VERY strongly recommend that you get a lawyer.
