Do I need a free upgrade to get the iPhone for Verizon?

I know I have a free upgrade for my line, but I'm confused... is it going to be free? Verizon is asking me if I am eligible for an upgrade. If I'm not, can I not get the phone? Or is it the difference between paying for it or not?
