absolutely!
bettas are tropical fish and are best kept in water ranging from 74-78 degrees farenheit.
also with the filter, it is a necessity really to keep the water clean, but make sur it doesnt cause to much of a current, as bettas dont like to be swimming against them, they prefer still water.
