Do i Have to Pay to unlock the Upgrade Store on "Zombie SMash" - ipod/iphone game?

The Game "Zombie Smash" on the ipod, is a great tower defense game, but how do i unlock the upgrade store?

it keeps saying it should be unlocked, but each time i go in there, every single item is locked!
