DO I HAVE TO LIFT MY 85 CAPRICE TO PUT ON 24'IN. RIMS?

you will have to check to see how tall your original tires were, somewhere around 28-30 inches would be a guess, then find out what size 24s would be about the same height, but I believe as long as you don't go too wide and tall, they will bolt right on! Figure if you had two inch sidewalls, that would be the 28-29 inches tall you are looking for.
 
Why would you ruin a perfectly good old American car by doing something like that to it?

Do you even care about the fact that you'll have awful handling and a higher chance of rolling over during an emergency lane change?

And do you even understand that much larger diameter wheels equals slower acceleration?
 
i would take a Tape Measure and go under your car and see where 24 inches puts you. i don't know the height of your vehicle. after you get your measurement then i would just trial and error basis.
