Do I have to buy Program templates or can i download them off the net for free?

I have been trying for almost a day to find program templates to make wedding programs...I found one a while back, an I didn't have a problem with it but there's a problem now everything I go on wants me to buy or add another toolbar it's really frustrating SO help! I just want to simply add some different types of templates to my computer to work with
