do i have rihts to my father medical history even if he was adopted?

i do not know my father all that well, but i would like to know his medical history to see what genes i may have of his. but he was adopted. My mother has tried to get the records but she cant because she has no rights to them. but i wonder if i do since i am his flesh and blood.
