do i av to carry my ristrictor certificate for my bike with me at all times when riding?

i have a 650cc bike with a ristrictor kit it is a 59 reg, i got pulled over today and cos i didnt have the certificate on me which most people prob dont carry n got 3 points n 60 pound fine ticket, why is this,
i now have to go to court to try n fight this, was i supposed to carry the cert with me at all times or am i gettin done over, please help
