Do hard top jeeps have roll cages?

1. Do hard top jeeps have roll cages?
2. And if i get a jeep with a hard top, can i buy a soft top as an Accessory?
3. And do all jeeps have that padding on the roll cages, or just some?
 
Depends on Model Jeep is a Make not a Model. I assume your talking about a wrangler and the answer is 1. (wranglers) Yes 2. (wrangler) Yes 3. (wrangler) Yes
These answers are for new wrangler models as you did not provide details
