do garbage trucks not pick up trash if your trash can is too full?

mine were filled but not overflowing onto the ground or anything and i came home from work today and the trash is still in it!!! Any idea why? They usually pick it up after i go to work and i even took it out early like 4 am this morning.
 
where i live if the garbage is taller than the can by 4 inches they wont pick it up. they also wont pick it up if it weighs to much
