do flashing blue lights on a cop car mean "do not pass"?

i was leaving work at 11 pm and i drove inbetween cityworkers picking up cones on the far right lane (4 lane road) and a cop car with blue lights flashing in the extreme far right. i slowed down, noticed they were picking up the cones and not laying them down, so i proceeded with caution. anyway, about 100 yards ahead the light was red and the cop raced up behind me, and got out of his car (p-o"ed). after he asked for my liscense, and checked me out he told me "blue lights mean do not pass" (and he was not very nice about it). i told him i was not aware of that and after a lecture he let me go. i think he let me go, because he was full of it and could'nt give me a ticket.
 
wel if it was part of a road block sure stop kind of have to think about how and where th e cars are really most likely it was a road block and you tried to drive thru it
 
no , no way , i have complained about this and flashing people from behind unofficial idiots who shouild not be in uniform and undermine this country . EDIT - They do this and fronm a drivers viewpoint it denotes hazard only and not to stop , incompetence coming to light now people are complaining .
 
Blue lights mean that he trying to get your attention that is all. They have no meaning other than that. If the police want to give an instruction, he/she must be standing in clear view and not obscuered by anything.

If he/she was instrcuting you then they must single you out, making a definate sign at you, then you should heed what they tell you, i.e stay in lane, overtake slowly, stop and such like. they must also give you as much time as possible to react to there instruction. They must be in full dress including hat.

You can complain if you feel the officer was rude, and ask for a full description of the event as the officer saw it. If you were in trouble the officer would have made it apparent.

From experience he should have parked his response vehicle across the lane blocking or have the car before the obstruction in this case cone collection to alert others. He should have been apparent of his intentions. But if you blatantly fail to comply then an issue will ensue.
