DO employers have to supply all safety clothing by law (uk)?

If they want you to do your job, then yes they should. Because you cant do it otherwise. Its worth pointing that out to them.
 
As part of there health and safety at work assessment, your employer should have done a rick assessment of your job. The results of this will determine if you need PPE. If they refuse to give you the equipment you can report them to the health and safety executive.
