Do creepy old guys hit on every girl?

I wonder if they are walking around the streets looking for targets everyday, and if they on every young girl/woman.
It can't be the way I am dressed because I am wearing a winter jacket, a hat, and jeans.
*if they hit on every girl, sorry typo
I was wondering why they do this, perhaps they are lonely and desperate?
