Do Carriers like AT&T or Verizon sell Unlocked Phones such as Blackberries?

I would like to know if this is true, or if they sell the Unlocking Codes. I will be traveling there and i would like to buy one that ill be using in Latin America, is this possible? Do they really sell Unlocked Phones?

Also, would i be able to use it on any GSM carrier?
