do big rims burn more gas on a car?

Very little. if its a noticeable amount then it probably isn't the rims. But the bigger rims will throw off your speedometer/tripometer/mileage accuracy

Larger rims, actually larger diameter tires, will make the odometer show fewer miles than you really traveled which makes it appear that your mileage dropped if you use the odometer for miles traveled. The odometer counts how many times the wheel turned not how far you traveled. Bigger tires means the wheel goes further each revolution so it turns fewer times to go a given distance.
