Betta fish are supposed to be very active.
In most cases they are thought of as "boring" or inactive because their aquariums are not heated, or they are subjected to poor water quality. In situations where their water is too cool they will be lethargic.
A single male Betta requires no less and preferably more than 2.5 gallons, a gentle filter, and an aquarium heater to maintain their temperature between 77F-82F.
