DNA Polymerase (I) and Primer Question !!!?

So I understand that once an okazaki fragment has been formed, DNA polymerase (I) removes the RNA primer, and replaces it with DNA nucleotides in the 5' to 3' direction. But on a linear chromosome, (in the telomere region) the end is left rough, because the primer has been removed, and the DNA polymerase (I) cannot turn the RNA primer into DNA. Can the DNA polymerase (I) not attach because it is at the end of the DNA strand, and it actually needs to attach BEFORE the RNA primer in order to remore it and replace it with RNA nucleotides?! HELP!! THANKS!!!
