Dish Alignment Question

Would the dish being out of alignment really make a huge difference on picture quality? I keep being told by vaious places that a way to clear up some of the "streaking"/blocking that I am seeing is to realign my dish. My signal right now on 82 is mostly around 65% but some transponders are into the 80%. Would realignment help improve the picture quality at all? I always thought it wouldn't.
 
65% is low but It will not affect PQ.

PQ is poor overall in my opinion right now on HD, unless it is a special program then they find more bandwidth, as if by magic.
