It implies to me that you should do your own homework.

Its bad enough when high schoolers try to get help with their homework on here.

Its pathetic when someone has to come and ask for help with what's clearly a college-level assignment (or at least an college-prep high school class, and a student in one of those should also know better.)

Hint: you might get a better response if you don't copy your homework problems verbatim on here. If you had said, "Do you think if there was one all powerful country that could prevent smaller regions from threatening each other, would this be a good thing?" or something along those lines.
