No. They are not. Morality is an entity in itself.. Religion cannot monopolize it.. It can only align itself with it or against it..

It is Morality which is the basis for religious values.., not the other way around..
 
I think that religious values CAN be a good basis for ethics/morality, but they are not REQUIRED and an ethical/moral system based on religion isn't automatically going to be better or worse than one that isn't. However, I would question the ethics/morals of people who only behave a certain way because of something like the threat of suffering in the afterlife and not because of a true concern for or sense of empathy with their fellow human beings.
 
Humans are a social animal. Living together is a survival mode. Living together requires a moral sense. It's written in our genetic code.

Lizards are not social animals. Living together reduces the food supply of each one. It makes no sense for lizards to live together. It is written in their genetic code.

So, we look into ourselves to find the truths of being a human. Two things spring from this truth-seeking effort that has lasted for thousands of years - morality and religions.

So, one is not the basis of the other. They both come from looking at who we, as a species, actually are.
