Discipline for a ten-month old?

My little man is into everything at the moment. He is not quite walking yet but is cruising around the house on the furniture and pulling things off shelves etc. I don't mind him making a mess too much, but I do worry when he goes near the tv, because I am worried he might topple it over onto himself.

Every time he goes near it I get down to eye level with him and try to use an angry voice to tell him no, and pull him away, but he just cracks up laughing. Full-on belly laughs, I've never seen him laugh like that for any other reason. Then it becomes a game, I pull him away, he goes racing back over and climbs back up and looks at me over his shoulder, waiting for me to say no. I have to try SO hard not to laugh (it is pretty hilarious to see!)

We are living in a shared situation with my brother and sister-in-law, who don't have children, and I can't really do anything with the furniture (its their house). All I can do is take him out to the playpen and sit there with him, but I would like to be able to watch tv sometimes!

So any tips on how to show him that it is serious, so he learns not to go near the tv?
Thanks!
