There's subtlety and then there's "stuff that's in a character not being as apparant in the work as it should be." And I just think Kurata fits the latter. Granted, people can have a different opinion and I don't think he was a bad villain, but there was alot of room for improvement on him that the Savers writers didn't bother with. His storyline seemed more important than his character.
