Didn't make a police report, do I still have a case for this car accident?

I was parked on the side street about 80-100feet from an intersection. I believe it's a residential area (well there were houses all along the street) with two lanes, one going each way and a middle broken yellow lane. It was around noon and raining moderately. I turn my lights on and turn signal on, checked for cars, waited until it was absolutely clear. Then I pulled away from the curb. I'm completely out of my parking spot and parallel to the curb now and I'm going about 10-15mph already. All of a sudden I see an SUV in my mirror and it's swerving. I dont know whether they were trying to cut me off or not but they was in both my lane and the middle lane. (there car was kind of sideways) I tried to brake because but we collided anyways. It wasn't serious and nobody was hurt. My whole front fender? came off and was dragging the floor and my left tire was rubbing against this metal thing and my left headlight was broken. The SUV only had a medium sized dent on their passenger side door. That's it. They basically cut me off, but since I pulled away from the curb, who is liable? Since there were no cars coming, the SUV mustve made a left or right turn at the intersection. Who's fault is it?
Also, there was no police report. We didn't exchange any information except names and phone numbers. I didn't even get plates! I was in shock and I seriously wasn't thinking straight. There were two people in their SUV, the driver and front passenger and I was alone. Also she mentioned it wasn't her car
