Did the US set up this attack on Iranian diplomats?

Iran blamed the US for the ambush, saying Washington's threats against it encourage terrorist attacks against Iranian interests in Iraq.

"The suspicious behavior of US forces in security issues has brought increasing insecurity in Iraq," Mohammad Ali Hosseini, an Iranian foreign ministry spokesman, said in a statement, a copy of which was made available to the Associated Press news agency.

"Responsibility for providing security to diplomats as well as diplomatic and international bodies in Iraq rests with the occupiers."

The article makes no mention of the US having any direct or indirect responsibility for the attack. It just states that the belligerent attitude of the US is encouraging others to attack Iranians.

I will note the Iranians were not attacked on the way to Iraq government offices; they were on their way to a shrine. So the unstated question is what was the purpose of the visitors from Iran?
 
If Iran wasn't actively working to destabilize the area, maybe they and everyone else would have less to worry about. Why didn't they ask for US troop protection? Oh yeah, they openly declare their hate for all things American. Sorry my boys took them at their word and didn't provide them with a platoon.
