Did the creation of the DMCA reduced the impact of Intellectual Property infringement?

I'm writing a research paper on the DMCA and its impact on Intellectual Property infringement and have to present to class and I'm looking for additional opinions on he topic... for or against my proposed thesis, and would be really interested in hearing comments on this topic.
