did the civil war destroy rome?

No. Despite the fact that there were several civil wars, there was no great damage resulting in the damage to Rome itself, and Rome recovered well.
The civil wars usually involved a few combatants far from Rome itself. And in ancient wars - unlike modern ones - co-latteral damage (that is, deaths of civilians; where most deaths in wartime occur) was very low.

So despite the fact that you don't specify WHICH civil war - the Social War, the two wars fought by the Triumvirates in Ceasar's time, the civil war involving Constantine, etc - The answer would be no.
 
It would be helpfull to know the time period but, at the height of roman power they were sacked by the visigoths (410A.D) and the vandals (455 A.D)
