Did Nelson, British Columbia, Build a Statue Honoring Vietnam Draft Dodgers?

I have found several articles on the Internet indicating that Nelson, British Columbia, planned to unveil a statue honoring U.S. persons who evaded the draft during the Vietnam War. The statue, to be made of bronze, was to have depicted two Canadians reaching out in welcome to a U.S. draft dodger, and was to have been unveiled in July, 2006. So far, I have not found anything, one way or the other, indicating whether the town went through with it, although there is material indicating that the proposal drew protests from the U.S. Veterans of Foreign Wars and other organizations. Can anyone tell me whether there is such a memorial in Nelson or anywhere else in Canada? Thanks.
