Well, prior to the association with Hitler, Mussolini's variety of the fascist disease did not incorporate anti-Semitism. And while there were definitely anti-black racist aspects to Mussolini's ideology (especially after Italy attacked Ethiopia), there were a few Africans who had legal, protected status in Italy.
There were even some foolish Italian Jews who supported him. Also, members of the Zionist movement were allowed to have a training camp in Italy to train supporters in terrorist techniques to use to attack Britons and Palestinians in Palestine.
It is a myth that "Mussolini made the trains run on time" - there were almost as many transport delays after he took power as before. What he did do, however, was destroy the communist- and anarchist-led railway workers unions, and institute almost starvation-level wages for railroad employees.
However, once Fascist Italy and Nazi Germany were allied and there was cross-pollenization of their beastly ideologies, Nazi-style racial "classifications" and legally-sanctioned racism were incorporated into Italy's laws and customs.
Africans were deported, imprisoned, and killed, and Jews were subject to the same or sometimes, turned over to the Nazis.
It is questionable, however, as to whether this was the result of an actual change in Mussolini's beliefs. He is alleged to have expressed distaste for it in private, and to have stated that the changes were a political move on his part to cement support from Hitler.
Be that as it may, it didn't save him. On April 28, 1945, Mussolini was caught by Italian Communist guerrillas and executed. The next day, his body, along with that of his mistress and several fascist officials, was hung upside down next to a gas station in the Piazzale Loreto in the city of Milan, in front of a cheering crowd.
A fitting end to the man who tried to destroy the Italian workers movement, and who caused so much death and destruction in Europe and Africa.
