did bush sign the bailout law with any 'signing papers' having any limitations?...

...why did he sign SO fast? we SHOULD all know that GW bush has signed bills into law numerous times with 'signing papers,' which most presidents do when they wish to make a comment on the new law. however, we all also should know that george bush has misused this 'signing paper' privilege to state his intent not to follow the law! well, is there anything in the law that he so readily and hastily signed 10.3.08 that limits the law or does anything to let him off the hook if he does not obey its intent?

what do you think about a president using these 'signing papers' to hold themselves apart from the law?

and, why was he so hasty in signing the bill? what does he have to do that is so urgent that he signed it within 3 hours of it being brought to his desk? is he that trusting that perhaps he would not read the bill, in total, prior to his signing it, or, perhaps that his advisors, who are advised by other advisers (much like the caste system of getting a job done in industry in india), simply said it was okay to sign it immediately? if they did, i hope they knew the ramifications of this law, don't you?

please elaborate...
