Designing an Low Cost yet Sustainable building for orphanage. Any arguments on that?

Financial is the problem most orphanages are facing. So, in order to reduce the cost of orphanage,
I'm planning to design/built an orphanage with low cost sustainable materials,
and also some energy saving stuffs. It's better than just renting a high cost building(that could eventually equals to 2 low cost sustainable orphanage).

Is that logic? Any argument on that? :)
