Democrats-- why is affirmative action okay? I want a good debate.?

My brother is an inner city fire fighter. He scored 4th on the captain's placement test. Which means... when they need new captains.. he would be fourth in line. Due to affirmative action.... he moved down to 52nd. 52nd. Because "minorities don't have the resources to do well on the test." What does that even mean? You read the book and study for the test, and you do well. You're telling me they're not capable of this? And you're calling me the racist? You're the ones assuming they're not capable of reading a book and studying for a test, not me. I challenge anyone to provide a reasonable arguement against me.
