Deed of Assignment of Lease - Landlord won't sign?

landlord has consented to the assignment - he just won't sign the actual assignment document. It's been 10 months! I've had to pay $$$$ for temp. licenses (food and beverage etc) because cannot get permanent ones without the lease in my name.

what are my remedies? can i force him to sign / sue him for the $ i've had to pay?
