Visit the local bike shops, all of them will have a nice bike in that price range. It will depend on what kind of off roading you want to do. If you are going to ride on smooth grave bike paths a hybrid with 700c tires will work. A fitness bike is the same as a hybrid but wont have shocks and will have a more aggressive hand bar position. There are also comfort hybrids that have 26 inch tires.
